Rep. Lee Gae-ho of the Democratic Party of Korea and Rep. Kwon Hyang-yeop and Gwangyang City held a debate, titled ¡°Strategies to Nurture the Secondary Battery Industry in Jeollanam-do in an Era of Energy Transition and Policy Tasks¡± at the National Assembly Members¡¯ Hall on Sept. 10. 

Prof. Yoo Dong-guk of Sunchon National University, who chaired the forum, gave a presentation on Jeollanam-do¡¯s secondary battery industry development strategies and policy tasks. Park Jae-beom, a senior researcher with POSCO Management Research Institute, presented on secondary battery industry trends in the Korean, overseas and Gwangyang Bay areas. 

Lee Jung-ho, head of Chungcheongbuk-do headquarters at Korea Electric Power Corp., spoke about strategies and outlooks to upgrade the operation of KEPCO¡¯s power grid while Prof. Jung Kee-young of Sunchon National University made a presentation under the theme ¡°Regional Challenges toward Secondary Battery Industry Specialized Complex in Gwangyang Bay.¡± 

In an opening speech at the forum, Rep. Lee Gae-ho said, ¡°Even though the development of the secondary battery industry in eastern Jeollanam-do could change the future of the province, there are no future strategies for the industry.¡±

He stressed the establishment of infrastructure, battery foundry, a battery-only accelerator, and analysis equipment, saying, ¡°The building of the education-research-industry ecosystem should be badly needed to establish it as Jeollanam-do¡¯s new growth engine, departing from the conventional short-lived support method.¡± 

Prof. Yoo Dong-guk stressed the importance of the establishment of secondary battery-only accelerator and analysis facilities, saying that systems and technologies to evaluate and research battery performance, deterioration and longevity are important and a material integrated analysis regime focusing on the establishment of basic secondary battery analysis and advanced analysis platforms, secondary battery analysis equipment and secondary battery-only accelerator and analysis equipment needs to be built. 

Park Jae-beom of POSCO Management Research Institute said, ¡°The Korean secondary battery industry with poor raw material and substance supply chains requires policy supply, and the Gwangyang Bay with secondary battery core raw material and substance companies has fundamentals that can be seen rare globally, so it badly requires policy support from the central and local governments so that Korean companies can secure competitiveness in comparison with other countries.¡±

Lee Jung-ho of KEPCO emphasized the importance of energy transition to renewable energy sources, saying that KEPCO sees the importance of the construction of power transition lines, but energy storage systems, a means of restraining the variability and intermittency of renewable energies and stockpiling excess power, will play the most essential role in the energy transition, and if secondary battery prices decline a little more, it will reduce the burden on raising power charges and achieving carbon neutrality.

In order to develop the secondary battery specialized complex in the Gwangyang Bay, Prof. Jung Kee-young of Sunchon National University stressed the connectivity of the industry¡¯s whole-cycle supply chains, the building of production and research manpower supply chains and the construction of a secondary battery hub to form an industry-academia-research-government cooperation regime, tentatively named the ¡°Gwangyang Secondary Battery Research Center.¡±
