On the first day of his fifth term in office, Seoul Mayor Oh Se-hoon again brought up ‘youth’ as the key keyword for his administration in his inaugural address.
Following his review of youth housing policies during the final official schedule of the 8th popular election the previous day, he presented youth-related policies as his first administrative task.
At the Inauguration Ceremony of the 40th mayor of Seoul on July 1 at Multipurpose Hall in Seoul City Hall in Jung-gu, Seoul, Mayor Oh mentioned youth policy as the first administrative task of the 9th popular election.
“I will create a Seoul where youths dream again,” Oh said.
“For youths to take on challenges to their heart’s content, there must be opportunities to learn, houses to stay in and a safety net to help them get back on their feet.”
In particular, he acknowledged that young people are facing survival pressures due to changes in employment, technological transitions and high housing costs.
He expressed his determination to expand support for youths.
Oh also stated that he would guarantee “basic AI rights for 500,000 youths” to ensure that no one is left behind in technological advancements in the era of artificial intelligence.
Oh promised to provide practical capabilities to young people preparing for employment, tools to those preparing for entrepreneurship and the foundation for growth to those who are already working.
Youth housing support, such as Saessak Studio Apartments, was also emphasized.
The goal is to support housing for young people in Seoul and help them plan their future.
“If young people leave Seoul because of housing concerns, it is not the failure of youths, but the failure of Seoul,” Oh said.
“Bold investment in youths will become the most certain future asset that will sustain Seoul 10 or 20 years from now.”
Following the inaugural address, citizens who had benefited from Seoul City’s policies took the stage to tell their stories.
A young person benefiting from the Family Care Support Program suggested that the voices of young people be reflected more in policy-making processes.
“Policies become more effective when the policies’ beneficiaries participate in policy making processes from the very beginning,” Oh said in response.
“I will ensure that the voices of young people are well reflected in policy making processes.”

Oh also focused on youth policies during his fourth term.
On June 30, the last day of his fourth term, Oh attended the Youth Housing Policy Town Hall Meeting at Konkuk University in Gwangjin-gu, Seoul.
Oh expressed his commitment to expanding support by introducing youth housing policies, such as the plan to supply 10,000 studio apartments, monthly rent support for youths, an AI-based risk analysis service for Jeonse fraud and the Dream House+.
In addition to youth policies, key tasks for the new mayor were presented including promoting citizen health through the 10-Minute Activist City Initiative and Doctor 9988 on the Wrist; expanding housing supply with the goal of starting the construction of 310,000 houses by 2031; completing seven urban railways and transportation innovation for the era of a “subway station 10 minutes away from every home”; and supporting small business owners and creating “Evening Economy Special Zones.”
The inauguration ceremony on this day was conducted as an open inauguration event to communicate with citizens.
Even before the event began, various parts of Seoul City Hall were crowded with citizens who had gathered to see Oh.
Early in the day. Oh toured the Seoul Gallery on the first basement floor, the lobby on the first floor, and the main conference room on the third floor of Seoul City Hall, greeting citizens who had come to the inauguration ceremony.
Oh shook hands and took photos with citizens. He bowed his head and expressed his gratitude, saying, “I am sorry that I could not greet each of you individually.”
